Formatting individual row values

Say I have a basic chart with "Region" in the row shelf. And there are multiple values like "Central", "East", "West". How do I format the individual row values? For example, make the font color blue just for "Central" or font size 20 just for "East". Seems all values have to take the formatting changes.

You can adjust colors by also putting 'Region' on the color shelf. You can adjust size by also putting 'Region' size shelf. Though the size shelf may not quite do what you want.
